If u can spend time and little money ... go to some Spoken english classes
If u don't have ... then
i. read daily english news papers (standard) carefully with the dimension to understand, how the issue is presented
ii. speak to your friends in english / watch english news in radio or TV
iii. take guidance from any good book
.... be sure that improvement in language is achieved only by implementing through reading, writing and speaking

Besides doing all that everybody else has listed, a good way to learn a language is to dip into its culture through reading literature (even in your own language), translating it, putting it into your own words. I don't know your original language but you can also attempt to associate differences and similarities to your native tongue. You also have to indulge in hearing it through poetry and songs. Getting into its rhythm is important. Its like falling in love. Everything surrounding the language itself must seem a mystery and at the same time something close. Find someone near you that loves the languages then and is willing to share the bliss.
PS: this is a very good exercise, though I would try as a teacher (I recommend it to my students) to really connect the exchanges of questions and answers to more specific personal and cultural interests. Don't be shy to ask.

Practice, Practice, Practice!
Read heaps of English books, watching dvds in English (even with the use of subtitles), get internet friends and talk to them over the computer!
Learning a second language is hard, but you'll get there!

-read books in english, underline words you dont know and look the up in dictionary
-watch dvds in english, subtitles might be very helping, when you find a nice phrase/sentence pause the dvd, write it down and pronounce it comparing with original pronounciation
-listen to english, buy some cds with excersises or watch english channels like bbc and cnn
-try to think in english, therefor you will need to construct full sentences often and get used to it
