Ok first off if you have an always on connection like DSL you will want to unplug that from your computer. It's just a precaution. Then click start, click run, type in msconfig, run it, click the BOOT.INI tab, check the /SAFEBOOT box, close msconfig, the computer will ask you to reboot, reboot, when Windows loads it will look different and will ask you if you booted into safemode in error, tell it to continue working in safemode, now try to uninstall AVG, when done click start, click run, type in msconfig, run it, click the BOOT.INI tab, uncheck the /SAFEBOOT box, close msconfig, the computer will ask you to reboot, reboot, then install the other antivirus, replug internet cable, and that should do it.

How to Install/Uninstall AVG Components
If you want to install or uninstall AVG components (e-mail plug-in for example), you have to run AVG installation using SETUP.EXE from AVG7 directory (directory with installed AVG) or using a downloaded installation file (http://www.grisoft.com -> Download section).
Running the installation process recognises the existence of installed AVG7 and the “Add/Remove Components“ option is offered.
Reinstalling and using the Add/Remove option is necessary for example for the case that there is a new supported e-mail client (Outlook/Eudora/The Bat!) installed on the PC after the installation of AVG7

The software product that you mentioned here is AVG Antivirus. It is a good freeware AV and used by many people. Please refer to the homepage of the developer: www.grisoft.com for more details on how to solve your problem.
If you cannot for whatever reason get help, try to boot your computer in safe mode and then try uninstalling the software again.
