I'm a girl, and I'm telling you honestly that the best thing to do is to tell her straight out. Tell her that you genuinely care about her and want to be with her. But be straightforward; don't make her guess or worry or get worked up wondering about what you may feel for her.

Does she seem interested in you??If so have a talk with her about your feelings for her..I don't think you should drop the I love you bomb on her right off but let her know that you can't get her off your mind,and see if she expresses some of the same feelings back to you..Good luck..

To answer you question, you don't tell her (now).
You first need to establish a relationship first. If you just tell her right off, you'll most likely scare her off (unless she feels the same for you, that's a different story).
So, start building that relationship before using such strong words

Tell her you care for her and you would like to get to know her more. Ask her how shes feels about you. If she doesn't like you that way, then tell her you would like to be friends because you enjoy her personality. maybe she doen't like you now, but that could change if you let her see the real you.

the best thing i think is to ask her to visit her at home, and tell her straight out that you love her. show her in words and in actions that you care for her. remember her special days, visit her at home, text her,etc. there are so many ways. be honest and tell her frankly that you are in love with her.

I think the best way is to ask her to lunch once in a while and see how that goes. If you think the feeling's mutual, maybe you can ask her if she'd consider dating you or being your girlfriend.
