It's ridiculous but excusable. Some people may learn English but still have a hard time mastering it. They may speak English perfectly but have a hard time reading confusing forms. Some people can read it but not speak it as well. When you learn another language they don't teach you every single word especially all the legal jargon.
Basically, you can learn English, pass all the tests (if there even are any) and still mess up and need help from time to time especially when it's something important like a social security form.

Because they don't want to offend anyone. They need to remove every option everywhere in anything other than English. This is an English speaking country. If you want to live here then learn the language. It's so far gone now tho with the politically correct crap it's gonna be hard to come back. Even Yahoo has signed up for it. Look at the two American flags at the bottom of the page. One for English and one for Spanish. WTF.

Probably because everything here is english. Sure, some things are in spanish, but if you want to go to movies, read things in stores, and DRIVE, you need to learn english.
Why would you not want to learn the language of the country you are going to live in? Unless you don't really plan on staying here? It is in your best interest as well to learn English so that you can get around better here.
Yes, we have no "official language", but you know we obviously speak English and most people are not bilingual.

Pull up the Yahoo answers of some other countries and try to carry on a conversation. If you lived in England, would you be asking why you have to drive on the left side of the road? If you have a problem with American culture / language, then go back to the crime free, corrupt free, wealthy, free health care, free education providing country you originated in.

Puerto Ricans are predominantly Spanish speaking. I assume it is there for them, although the sensible thing would be to produce a separate form and distribute it only in Puerto Rico.

If you want to become a US citizen then you, like all the other millions of immigrants who became US citizens, must learn to speak English. We are not saying you can't speak Spanish anymore, I speak German with my Mom and sister all the time.
In order to communicate with everybody we must speak the same language!

I don't understand why you do not understand. Your quote is in spanish, so would YOU like 20 MILLION French (for example) crossing your border and changing your culture? Making it so that for more and more jobs you need to be bi-lingual? Surely you are proud of your native tounge and culture, and surely you would not want foreigners to come to your country and change that very fabric of your society by sheer numbers.
