It means; "How are you?" in Japanese.
I usually say it politely though; "Ogenki desuka?"

It indeed means "How are you?"
お元気ですか?- o genki desu ka? This is more formal but for informal you can just say "元気?(Genki)" with an inflection in your intonation to denote a question. The usual response in the affirmative in this case is usually a "mhm, genki!"
Or alternatively if a negative response you may get a "お疲れた (otsukareta - tired)..." which means "I'm tired..."

As the first answerer said, It means, "How are ya?" Or "How' s it going?" Or "How're ya doing?" etc
Often, in casual situations it's reduced to just, "Genki?"
