I highly doubt that would be considered fraud. I would say that it is more uninformed....
Go back to the store & ask to speak with the manager. Explain your problem & try to reach a solution. You may have to contact Visa & find out what is going on, but there was no fraud perpitrated as far as I can see.

Are you talking about Credit card Fraud? I think you can normally claim fraud when the charges are unauthorized by the card owner.

In your case, the answer will be a no. Since you, the card owner, are the one who make the purchase, it will not be considered as credit card fraud.

However, i think you should be able to get refund from the store (like walgreens)

Unsure as to what you are saying. If walgreens told you the pictures would be acceptable for legal documentation (i asume this is what your asking) then they should at least refund price of pictures. Other than that you may not be able to prove that your picture were not okay. ((*EXAMPLE -Just because the tire guy says you have 40,000 mile tires does not mean you will actually get that for use.)) In my opinion if you stated (before pictures were taken) that you needed pictures for legal documents and they said it would be accepted then they should retake the photos or refund your money. Very hard to get them to do anything else. good luck
