Well only you would know that, I mean does she seem even remotely interested in you. I would take a test run just for starters, ask her out before your BD and if she agrees and you click with one another let her know that you would rather spend that special day sharing it with her.

get her number, or some other contact information. She will feel pressured to say yes. I am sure you want a genuine answer. So give her a call the next day. if it has to be in person get some common freinds together for a movie or a group social gathering. if you cant swing the movie get her number on your birthday. Great gift right? then there are no commitments but you can call.

I wouldn't do it *on* your birthday. . . .she might feel obligated to say yes just because it's your birthday, and that will only lead to an unhappy relationship. Maybe wait til the day after?
