Of course not. I used to spend summers on a reservation because I'm half Apache. There are laws, and there are no 'costumes', there never was. They have always had ritual clothing, but it was and is sacred, and not used for every day wear. Native Americans were and are very civilized people. When someone feels threatened, they are going t oact out. That's what happened when the English came. They were protecting themselves from genocide.
