you can usually start an aloe vera plant by planting an uproot from a friends plant... you can buy them at most any nursery in your area

You can get them at greenhouses but they are expensive.
You could go to Walmart but they are sometimes out but they are a decent price
I personally would suggest walmart for someone who doesn't know someone with an established aloe vera. Depending on what size you get they can run from $1.00 (only a few inches high) to 10 or 20 dollars (the ones that are at least a foot high, are well established, and have leaves).
Your could go to a friend and take a stalk of their's. This is how mine got started. My mom took a stalk of my grandma's and raised it. It grew and grew until that pot was full. That cycle of growing and transplanting continued until now about three years later I own about 50 aloe plants (I took a stalk from my mom) and my mom has about 20 aloe vera plants. This is the best route to take. It is free (unless your friend just wants to charge you) and you know the plant is healthy. It does take work to get it big enough to use for first aid purposes. I have about 5 out of my 50 I would consider big enough and those are my oldest plants. If you want to use it immediately I suggest buying one already big enough (full leaves and at least 8 inches high) to use.
Oh and it is not a cactus it is a succulent.
All cacti are succulents but not all succulents are cacti.

You can buy them in most nursery in your area. We do have an Aloe Vera Plant at home. If you want, I can spare you some, then you can just go ahead and plant it. Just make sure to ask assistance on how to do it. I mean how to grow them.

Here in Texas we will give you one as as a gift ! But you can buy them for about 3.00 for a small one, and others will grow from it too. It's a cactus, but don't let it get direct sunlight. Shaded areas are better.
