you are well within your rights to ask him - just as he is well within his rights to say no. but if you have children together he better step up.
What it's not alright to do is present your ring to him. You're not a very traditional person? Then ask him to marry you and let it go at that. If he wants to buy you a ring he will. But don't put him in a situation to settle for something cheap, when all he wants to do is save up to buy you something he can be proud of too. You wouldn't believe how important that is to a man. If you love your man, the most important thing you can do is make him feel like one.

No don't. I think he will feel demasculated. He might not show it immediately. He seems like he wants to be the provider which show he is traditional too. He will probably propose soon anyway. Don't make him think you went over his head otherwise it could hang over yours for years to come. Think about in ten years when people ask "oh how did you propose to her?" "Um, actually, she proposed to me.." saying that could get a bit much after the hundredth time. Rather drop some more hints

why do you need the paper now??? Sounds like he really don't want to be married. If he really wanted to be married a cheap ring would be fine if that was all he could afford.

now days tradition doesn't matter alot, put it this way me and Laura have decided that once we have kids I am going to stay at home look after them and she'll work, so seriously if you want to popose to your man then just go ahead and do it, who really cares what others say? we dont...
