I was told by an dermatologist that water can dehydrate by staying in to long. Why do you think your skinny gets dry or "ashy" after you dry off and do not put lotion or some kind of moisturizer on after awhile. Of course my children have eczema so they can only stay in the tub long enough to bathe and get out....no play time.

You're kidding, right? "Dehydrate" means to take water out.
Excessive use of soap dehydrates your skin. That's why doctors and nurses use special moisturizing soaps.
Chlorine would also dehydrate youre skin if you swim a lot.
Water by itself, though, is incapable of dehydrating anything.
