It is my belief that children who die who are "under the age of accountability" go to heaven. Babies of course can not be "held accountable" since they will not have had the opportunity to accept or deny Christ.
In Mark 10:13-14 And they were bringing children to Him so that He might touch them; but the disciples rebuked them. But when Jesus saw this He was indignant and said to them, "Permit the children to come to Me; do not hinder them; for the kingdom of God belongs to such as these."
My niece died at age two. She was severely disabled, we were comforted knowing that when she was "absent from the body, she was present with the Lord", and had a glorified body!

In order to answer this question from a biblical standpoint, you must first determine where you go when you die. The bible speaks of heaven and hell yes, but makes not direct claim that you go to either place when you die.
As far as where babies go, I certainly would not say that they go to hell. A God that condemed an aborted baby, or any baby to an eternity in hell, because they "were never saved", is not a merciful or just God.

All children or babies go to heaven. Because they dont know right from wrong yet. It says in the word that the laws of God are written on our hearts, but babies cant talk or even be dependant yet so they go to heaven b/c they cant act on anything.. They are innocent.. The only way a child could go to hell is if they are old enough to know right and wrong. Like if they know Gods commands and choose to break then and not ask for forgivness they would go to hell. I am not certain.I am assuming that the child will go to heaven...but Catholics believe that we are baptized b/c of the original sin which every human being is born with (the sin of Adam and Eve)...so I don't really know...I went to a Catholic School all my life and couldn't answer that...but, I guess I would say yes, b/c babies, even with original sin...are more pure than all most all of the rest of the world...they haven't had any time to do anything wrong.

I've always been one to believe that a baby is born pure, regardless of how the parents act. A baby is born an individual SEPERATE for his or her parents.
When I was younger, I believed that a baby that died because one of God's favorite angels because who couldn't love an angel? That was after my baby brother died of complications at birth.
I believe in heaven, and I believe that all souls that die end up in heaven. While there is evil in this world, I believe that our God is one who forgives.

A person becomes responsible for his or her actions upon reaching the Age of Reason --considered by many to be around seven years old.

my aunt died at 18 month, my grandfather die nine years later, and was brought back to life after 3 hours. He said he went to heaven and was met my aunt Laurie.
