That depends on your definition of telepathy. One might argue that prayer is nothing but telepathy.
As for person-to-person telepathic communication, no. There's no mention in the bible.

Yes Jesus was reading their minds all the time and “knew what they were thinking”. I would say Jesus was an extraterrestrial who was “not of this world”, because he was from “above”, and his “father in heaven” (space) sent (beamed) his mind into the body of a Jew. Sadly the Catholics corrupted all the scriptures when they made their bible and took out all the parts which indicated that “angels” are extraterrestrials and “god” is Commander-In-Chief of our galaxy. The truth is found in certain scriptures which somehow didn’t make it into the bible.

the Bible does not specifically mention telepathy, but it does talk about certain witches and other people who had strange powers.

untrue. The Bible speaks directly to and is extremely specific approximately those issues: "do no longer prepare divination or sorcery". (Lev 19:22) "do no longer turn to mediums or seek for out spiritists, for you would be defiled via them. i'm the Lord your God". (Lev 19:31) "a guy or woman who's a medium or spiritist between you're able to be positioned to dying. you're to stone them; their blood would be on their own heads". (Lev 20:27) "He made his own son pass in the process the hearth, practiced sorcery and divination and consulted mediums and spiritists. He did plenty evil in the eyes of the Lord, upsetting Him to anger". (2 Kings 21:6) God would not settle for those behaviour and practices in any respect. they're all exterior of His will.
