The first thing you need to do is make a copy of this photo to alter, then use the layers palette. With layers you can apply effects, filters and as well as apply transparency to overlap the changes. Just make a new layer from background photo and start editing. Once this is done you can click each layer on and off to check the quality of your changes and have the option of history to backtrack or be able to delete a layer that doesn't suit you.
The clone tool is handy but don't abuse it because your picture will be obviously messed up. Subtle clones taken from various areas that resemble the marked spots (without marks) are better.
The band-aid tool is also handy until you get too close to a lighter or darker spot and then the blend is damaged.
The remove dust, noise and scratches tools can all blur your photo beyond recognition or be subtle that you won't notice the damage until you have saved and will be unable to fix it.
The zoom tool will be your best friend because you will be able to go in close and edit only small areas of the full photo. The changes will be more natural when done up close.
Take your time and take breaks so you can re-assess the changes in a fresh manner.

you can clone them out, use the despeckler feature, or make a copy of the picture and position it over the original and then modify the transparency. The clone tool is probably the easiest for a novice to use.

I'd use the eyedropper to get a color sample from an area right next to the mark, then use the paintbrush to cover up the area with that color.

You can use the rubberstamp tool, or the bandaid tool...there should be links to tutorials in the help section, it's not really something you'll be instantly good at so I hope your not in a hurry.
