They can vote, and their votes usually count. However, as mentioned, in 2000 Gore tried to keep the GI votes from being counted (as the military usually votes Republican). This was due to a technicallity. Deployed absentee ballots are handled through the military's mail service for a large portion of the letter's trip. As such, their were questions about the post marks and the ballots being sent on time. Unfortunately, I have never been able to find out what came of Gore's attempt to skew the election.

Yes, they vote. Part of the reason why Gore did not ask for a recount in 2000 was that the remaining votes that had not been considered yet were absentee votes, and many of those come from GIs abroad. So those votes, in 2000, would have likely counted against him.

Yes, absolutely. I myself have voted abroad when I was in the military. But it is up to them to register and to make sure that they get an absentee ballot.

Yes, they can put in an absentee... HOWEVER, their votes only count if the election is SOOOO close that a recount is required.

However how easy it is for them to do so depends on who controls the White House. When Democrats are in power there is much less assistance given to military voters.
