The thing that STINKS about Basset hounds ( and I am looking at my Basset Hound right now) are their ears..
Hounds naturally have an odor that comes from their ears. When I give my Basset a bath, I take soapy water (I use Kenic shampoo) and a tooth brush and clean out her ears. But even that isn't good enough.
If you look inside their ears daily, you can see a build up of dirt and stuff. Its amazing how it got there.. even if it is the CLEANEST dog ever!
I use Ear-All by Kenic and it helps a million.. When I have guests come to my home, they cant smell a dog anywhere. I swear by this product and love it for my dog.
The shedding is worst than the odor!!! LOL

I'm assuming that your vet has checked the dogs ears, lips and anal glands, and made sure there are no skin problems.
Many people have found their bassets have less odor when on a corn-free food.
Other tricks - use a vinegar rinse after the bath, concentrating on the smelliest areas like armpits and groin, under the dewlaps and between the toes.
- some people use a Listerine rinse in the same way, or wipe their dogs down with a Listerine-soaked cloth.
- some people use baby-wipes to wipe down their bassets
Other than that.....yes, bassets do have an odor to them as demonstrated in the following poem.

You didn't specify if it was stinky breath or stinky general odor, or stinky farts! so i'm not sure what to tell you about him - We had a pair of bassett hounds several years ago, and i don't remember them smelling bad at all - but they were outside most of the time, so maybe that makes a difference. If he does go outside sometimes, maybe he's rolling in something stinky (dogs love to do that) or he feels threatened in some way, and then the dog will have kind of a strong musky odor to him.

What are you feeding him?
It may be an allergic reaction to the type of food you are giving him.
I have never known of any breed of dog having odor issues...I suggest you contact the AKC and ask for breeders of Basset Hounds. Write to them and ask if they know of a cure for this..if it is an actual breed specific issue.
Maybe you just need a new vet?

LOL. The poor little guy.
Have you checked his ears? Sometimes the ears cause an odor, and all they need is to be cleaned out.
Secondly, you might consider a higher fat content food to assist with his coat. He needs the oils in his coat to help maintain it.
Thirdly, blow dry him after baths. When the coat dries faster there's less time for it to take on the "dog" smell.

i agree, check the ears! this breed tends to have ear problems!! is he fixed?? all my male dogs have been fixed, and i not sure if dog are like male cats, but male cats stink until you get them fixed!!! it's the smell the put off to attract a female!!
