You say something to the effect of, "I'm sorry, but I'm just not interested in you that way." There's no way to do this painlessly, but that's no reason to not be polite.
OTOH, if you don't make it clear that you're not interested in him right away, it'll hurt him more when he discovers it later (i.e. by seeing you out with another guy). So if you really want to make your feelings known while sparing him as much pain as possible, you'll tell him at the earliest opportunity.

Definitely just tell him straight up. Do it nicely of course. I myself wouldn't be to pleased if a girl didn't like me yet didn't give me the signal which in turn makes me waste more time and energy in trying to flirt with her and stuff.

yes be polite always. Just say im flattered you think of me that way . But im not interested in dating anyone at this time nor a relationship of any kind.
That way your not just saying to him your making it much broader as your not interested in any one man. that way he doesnt' think its him.

If he has a crush on you, then it's gonna hurt him... badly.
