If it is not sores and just coloring it is normal. I have a German Shepherd that has black spots and his tongue and it is nothing to worry about.

Tongue spots have absolutely nothing to do with being Chow... it's just a marking. They're extremely common in German Shepherds, among plenty of other breeds.
There's an old wives tale that black tongue spots are a mark of intelligence. It's not true of course, but it's a fun one to pass around.

Many people believe that if a dog has a black spot on it's tongue that it means that it has chow in it. This isn't true at all. Tongue spots are like freckles on people. It can happen with any breed and has no bearing on the lineage of the dog.

black spots on a puppy or young dog's tongue will almost always prove the dog to have some chow in him/her -- unfortunately usually with that also comes the chow personality -- our dog looks like a yellow lab with a curled up tail and has an all black tongue -- when we brought him home at 10 weeks he had just a couple spots, but gradually the whole tongue turned black
