Yes 10:10 would be it roughly, 10:09 would be more close to what angle set would give it the symmetric look.
It is the best set of the hand for displaying the clock with 10:09:30.
The symmetry helps keep the radial layout of the numbers on the dial in a good neat and upbeat look.
I have tried other positions and they just do not have the neat and clean look.
I Cannot think of any thing else.

Obviously, because of the large amount of things that Santa has to make he cant possibly do it. So he freezes time, at 10:10 and thats why!
