It is very unusual for a dog not to have gotten their top canine teeth.

It's possible that the dog is still a puppy, and has lost its puppy teeth and the adult canines have not come back in yet.

If this is an adult dog, it's possible that they have been broken off at some point.

But if this is a dog who never had any at all, that is very unusual and possibly could be a dental problem in the dog.
