When you speak of efficiency, are you talking about megawatt-hours per dollar, megawatt-hours per ton of fuel, or what. If you are talking about the percentage of energy (measured by what comparable method?) in the fuel which is converted to energy going out through the power plant transmission lines, you are talking about a number which is fairly meaningless in terms of choosing a practical power source. There are so many ways to measure the potential energy in any of these fuels (or energy sources) that you can get to just about any efficiency you want to get to. Dollars per kilowatt-hour is the only useful measure of efficiency, and the results of that analysis must be balanced against environmental impacts.

the % efficiency is not the question- there are too many variables to answer that accurately... THE question is what is the cost per unit energy , and how do you measure that. Is it just in dollars, or is it taking into account all factors including a century of environmental impact.. Nuclear is cheapest. then, water, wind, solar all a close second (but only good for electricity), then the internal combustion engine using high octane gasoline or diesel (still the best by far and away for transportation), then- way more expensive that gas or diesel- propane, methane , hydrogen, organically obtained diesel or gasoline or alcohols then coal near the bottom. For home heat, the cheapest is hand cut wood..
