As far as I know it's Capital One. I've had a United Airlines miles card for years and am considering switching to Capital One as they are less restricted and include most airlines with reportedly no black out dates. Hope this helps. :)

There are things you have to consider.
Which airline serve your hometown or the destinations you want to go.
The rules of their frequent flyer program.

You got to do your homework, read the program rules and compare.
