I'm in new york state and I wanna know If you go fron a jail upstate the you go to a prison that os downstate will they continue to move up and down or they they keep going downstate?

Generally, you'll go to whatever facility has a bed for you, provided that facility's not a lower level of security than you ought to be held at. (A violent felon wouldn't be housed in minimum security, for example.) The prisoner's history is also taken into account--gang activity while in prison, being the victim or the perpetrator in a jail assault, not being housed with the victim of or witness to your crime.
