disengage. In order to move the gear shift I need to restart the car. I just bought the car from a dealer. How serious is this issue? I have a verbal agreement that there is nothing wrong with the car but no written agreement.

it is an ingnition switch. it is a common problem and it costs 60 bux for the part +l labor

you have 2 separate problems 1st the shift lock has had micro-switch issues inside the shift console and is not a horrible or expensive job just aggravating to do.
2nd the abs and trac lamp can be diagnosed with under hood diagnostic connector if mid year 1995 to 1993 models. get a good Volvo shop manual such as Bentley's if your car is 1995 up only the dealer or Volvo specialty shop will have the required tools needed to rapidly diagnose this system. [most common reason is a front wheel speed sensor] the Bentley manual can help you here too always remember no written warranty means no warranty. good luck and be careful to jack and block properly if you choose to do your own service.
