A good general rule is no hair in food. Therefore if you have any food with hair, ever, remove it. Animal or not.

It just depends on whether you want hair in your stew or not. No, seriously, I would take the hair off although I've never cooked an ox tail.

of course they are not really the tails of oxen.
what we call ox tails ( a jamaican dish normally)
is really cow tails. Yes, the skin and hair are taken off.
At least when i've had it, but the bone is still in the middle.

Generally speaking... When you buy oxtails, they are already cut up and skinned. I don't believe that you can even buy them at the butcher with skin on, because all cows are completely skinned at the processing plant.
