The computer wont start the install
It has win 98 but doesn't start up properly, its the black screen with white writing just showing

How can i get it to load the XP install disc?

What do i need to type?

Installing Windows XP
First of all, you need to have a good computer. Here are the minimum requirements for installing Windows Xp on your PC, straight from Microsoft website:

Pentium 233-megahertz (MHz) processor or faster (300 MHz is recommended)
At least 64 megabytes (MB) of RAM (128 MB is recommended)
At least 1.5 gigabytes (GB) of available space on the hard disk
CD-ROM or DVD-ROM drive
Keyboard and a Microsoft Mouse or some other compatible pointing device
Video adapter and monitor with Super VGA (800 x 600)or higher resolution
Sound card
Speakers or headphones
Warning! Before installing Windows, be sure to back up your files to an external hard disk, a DVD or CD, a USB flash drive or a network folder.
Put the Windows CD or DVD in the CD-ROM or DVD-ROM drive, turn on your computer and enter BIOS (usually by pressing the DEL key) and choose to boot from CD/DVD drive. Then follow the instructions on screen.
Eventually, partition your hard-disk and create a NTFS partition of at least 1.5 GB and install Windows there. You will also need a FAT32 partition for your data (music, pictures, videos and documents). Follow the rest of the instructions and that's it!

you need to do more than type
i would start afresh with a clean install
it looks like you have lost your windows 98 and just have the command prompt.
i would get a boot disk from the site mentioned before
boot from that it will install a virtuall drive with all the basic software to enable you to fdisk your drive in ntsf then reformat it
then reboot with the floppy enable cd support and run setup on your xp cd and all should go ok
if you have weired problems after installing xp install service pack 2 as many laptops especially dell wont work properly without it
and if you dont have the original cds dont use the product key from a dell machine as the sp2 cd wont recognise it as valid as dell use a oem licence

Ahh you can not get into the OS. If you have a floppy drive you can go to http://www.bootdisk.com to get a startup disk so you can format your computer.

Windows 98SE OEM Version

Once created option 2 then use Format C: /s

*The reason for the startup disk is because it contains the file to format, Fdisk(to partition device) and Scandisk.

For question 2: How many CD drives do you have?
Do you get a message when you change your boot sequence to CD ROM? Like.. Hit a key to boot from CD?

Additional Details:
Do you recieve some kind of error message or the computer boots from CD but just freezes?

You Need To Configure The Boot Sequence.You Need To Set (FIRST BOOT CD Rom)This Can Be Done In The Bios Settings.But Be Careful Not To Change Anything Else.

Well, first thing, you must set your CDROM drive to be the first priority in your BIOS, usually it is under Boot tab, if you already did that and do not start your windows XP setup automatically, then make sure your Windows CD is bootable.

Don't forget to format your Harddrive into NTFS, it gives you greater security in Windows XP.

Restart the computer, go into the BIOS by pressing the delete key or F10 then change the boot sequence to boot from disc.

let start in windows 98 and put in your disk and then double click on the drive, it will start
