First I take him to the VET, then they sedate him with a cocktail and then, only then do I snip and dremmel them all off, and I coderize them with styptic sticks. Its the only way I can do it, harsh I know.
The best way if you don't have a dog who will kill you in the process is to use a dremmel. If your dogs toes are black and you want to use toenail trimmers cut the tips and only as high as to where it starts to curve.
If you quick your dog, use some quick stop or flour.
Try to make it a quick fun experience like treats for holding still, and maybe do a couple of toes a day until done. There are other ways to restrain your dog but hopefully you can achieve trust with your Rotty to do so. I never did anything wrong, my boxer was born with an innate hatred for primping for the dog shows.

I would recommend that you take your dog to the vet or a groomer and have them show you how to do it.
Rottweilers are more difficult to trim as they have black nails and it is easy to cut them too short. You DON'T want to do this as there is a vein in their nail that will bleed if you cut them too short. The dog will also be sore and might be turned off to nail cutting in the future.
If you don't know what you are doing I wouldn't attempt it alone the first time. It takes experience to judge where to cut a black nail and it will be difficult to tell you in writing.
It shouldn't be more than about $10.00 to get them trimmed.

You need a pair of dog nail clippers. Then, basically you cut them like you would your own except not of short, of course. In the nail, you will see the 'quick' that is a dark vein that runs about halfway down the nail. You do not want to cut that, because he will bleed. Thats all there is to it! Good luck!

They sell special clippers at the pet store. If your dog is cooperative (lets you handle his paws easily) and if its nails are clear/white, then you can probably do it easily. Just clip off the white tip. Watch out for the pink line that runs through the nail. If you clip it, it will bleed quite a bit... plus traumatize the dog. My dog let me clip her nails fine till I nicked her once and she's never let me get near her paws again.
For most of my dogs, I just take them to a pet store or groomer and pay the $8 most charge for a clipping. My male pug lets me dremmel his nails... so I do his at home. The other two... they freak out... so it's easier for me and less stressful for them to just make a trip to the groomer. (For some reason, having a stranger do it in a strange environment does not freak them out, but having me gently trying to do it at home does... go figure).

You need to go to a local pet store or a Wal-mart to buy some clippers. They are medal things that are easy to use if your dog is not vicious. You just slip the nail into the clipper and squeeze it like a hole-puncher.

You can buy special nail clippers for dogs or you could pay a vet to clip them. Check your local phonebook, too, there may be a dog groomer near you that you can pay to clip your dog's nails.

Please take your pet with you either to the vet or to a local groomer and ask them to show you how to trim the nails. You could injure your pet should you miscalculate the length of the nail vein and it will bleed profusely.
Please don't do this yourself without being properly advised and trained.
My chi's nails are SOLID black so there is no telling how to cut them. Fearful of ever touching the nail vein, I ask the groomer to do it. I just can't think of hurting her.

If you take your dog for regular walks they should wear down naturally. My dogs have lovely short nails, never been clipped. But if that's not possible then you should take him/her to the vets or groomers, rather than try it yourself if you're not sure.
