This is such a good question that I decided not to see the other answers before I answer it. I had a hunch that I did not know. And guess what? Yep!
This is supposed to be a high profile important position and the name of the person escapes me completely. Even Blunket was not as invisible. But it shows how British politics is all about one man and his toady brown lickers.

Lorne's answer is misleading, implying that Beckett is responsible for the rest of the world outside Europe and Geoff Hoon is of equal rank. There has been a junior minister for Europe for many years and taking the job was a demotion for Hoon. There are four junior ministers.
