The easiest way to conform to the laws of most states is to become an ordained minister with an established church that takes John 15:16 seriously and/or believes that ordination should be available to any who seek it as part and parcel of our freedom of religion.

Mayors , some County Clerks, Justices' of the Peace, judges, they're all elected officials, which gives them the right to marry in their jurisdiction. They can't go from this county to another or even across a state line & marry people. Notaries can marry people but only in certain states; not all.
And ship captains CANNOT marry a couple, regardless of what we've been told.

Only ordained clergy have the right to go across state lines to marry a couple. And in some states, like here in Ohio, ministers also have to be licensed by the state.

Well, considering that you can become ordained online in about 15 mintues, I'd say yes.
I suppose technically, this makes you a "religious official", but it's pretty darned unofficial.
