I'm a foster mother and the process to be certified is very simple.
You receive a monthly reimbursement check to pay for housing, utilities, food, allowance, clothing allowance and there's usually something left for the foster parent.
It's easy to adopt foster children. You tell the social worker and the process is started. Since you're a foster parent most of the requirements (fingerprinting, home study) have already been done.
Most children adopted through children's services qualify for an adoption subsidy and medical insurance until the child is 18. The social worker will explain it in more detail.

best way we found was to do foster care then when the child is able to be adopted the foster mom/ care keep the child on and they will loss the $ from the state but it will only cost very little / nothing at all in same states to adopt the child

It's actually easier and cheaper to adopt a child from china or another country other than the US. It is do-able. Everyday people do it all the time.

I should think so. I was adopted along with my three siblings. We arent a celebrity family, but we arent poor. I am sure many families can adopt. Good for you!
