Okay, so I like this guy and he likes me (he flirts and teases me all the time, and I'm the only one he does it with). However, I don't think he understands that I like him. I have tried flirting and chatting with him, but nothing seems to work. What should I do? Any tips? If I must ask him out, how should I do it?

just keep trying, relationships work out better the longer they take to happen. A good flirt technique is to stare at his eyes from across the room until he looks at you, then quickly look away, slightly smiling. boys are pretty dense about flirting, but they notice when a girl stares at them.
as for asking him out, i think it's better to ask someone on a date than "ask them out" - especially if you're a girl. ask him if he wants to hang out sometime or see a movie. (and remember the modern rule - you ask, you pay. Offer to pay for the two of you, and he should catch that it's a date. He might even say, "no, i'll pay" - which you should accept.)

Well, you could just ask him out. Or do the coy girl thing....say you wish you could to a movie, play, concert or whatever and be all 'darn wish some guy would ask me'. He might jump at the chance.

You could try touching him, that is a good sign you like a guy. Little kisses work too. And hold hugs for a couple seconds longer then normal.

wait a little longer he might be thinking the exact same thing just keep flirting but in a couple of days or a week or two if he doesnt get the point then say "I like you and i was wondering if you would go out with me?'' say it to his face because relationships last longer when its to each others faces.

try "accidently" droping something and see if he comes to help u out. if he says "i think this is urs" in a hot way then there's a sign. if u come up to him and he doesnt ignore u at all/treat u weird/or feel like he wants u to leave then he likes having u around.

ask him out ...us guys are afraid of rejection ...thats why we hardly ever ask a girl on a date
