Depends on where you live. Each state has different laws about it. Search your state department of labor's website to find out the laws there.

Only if the minor is of working age. Like where I live the youngest that can work full time is 16. However at 15 they can get a working permit but it's not many hours.

Since you have to have been out of school a year to take your GED I doubt it.

No until you're 16, you can only work part time.
