Post World War II: Only W. J. Clinton

For "HoursLikeMinutes": Presidents Carter, Ford, Nixon and Johnson were ALL Navy Lieutenant Commanders.

Other US Presidents who did not serve in the military are:
Franklin Delano Roosevelt
Herbert Hoover
Calvin Coolidge
Warren G Harding
Woodrow Wilson
William McKinley
Grover Cleveland
Martin Van Buren
John Quincy Adams
John Adams

Some misinformation in some of these answers.
Reagen was in the Army during WWII. He made Training movies. Jimmy Carter graduated from Annapolis and was a sub commander. Nixon was in the Army during WWII but did not fight. Lincoln fought in some local war that lasted a few days.Bush's father was a fighter pilot.Ford was in the navy Johnson was in the Navy. JFK was in the navy.,Eisenhower and Truman were in the service .Theodore Roosevelt , McKinley and Harrison.Arthur, Garfield, Hayes, Grant and Johnson were in the Civil war.Rounding out the list are Buchanan, Peirce, Filmore Taylor Polk, Tyler, Harrison ,Andrew Jackson, Monroe, James Madison, Jefferson and Washington I only think military experience is relevant if the president seems overly gung ho to send the army into battle.

Are you asking or a list starting with President George Washington and ending with the current President George HW Bush?

Or do you have a specific time frame in mind?

FYI to hourslike..... President Jimmy Carter graduated from the US Naval Academy, was commissioned as an Ensign, served for 5 years reaching the rank of Lieutenant and received an Honorable discharge.

FYI to Carlos.... Teddy Roosevelt was born in 1858 and the Civil War was1861-1865 so he couldn't have been in the CW. He was an army Lt. Colonel or Colonel in1898 during the Spanish - American War.
