Well it depends how dark your hair is..you cant buy anything higher then 40 if your not licensed to do hair. If your hair is virgin which means never been dyed or anything then its safe to use 40 on your hair but always check and strand test it. 10 dev is for deposit so it wont do anything. Use foils on the sectioned pieces you want highlighted. Be careful not to apply to close to the scalp because it will irritate your scalp and cause bleeding which will give you leapoard spots. Afterwards if your hair is too orange/yellow buy a toner with 20 dev..make sure the toner you buy is a blue/violet tone. It will cancel out the orange/yellow. Platinum toners are the best if you want blonder highlights.I really dont ever mix my dev/and powder with equal parts I just mix until its smooth and creamy..kinda thick never too thick or runny. Applying heat to the foils is best because it speeds up the lightening process..but make sure you check your hair by getting a tiny piece and stretching it out..if it starts to stretch out too much and not go back to size or just break off wash out the bleach immediatly your hair is getting damaged. If your hair isnt virgin use a 30. Dont leave bleach on more then 40min..always checking it though.

What volume developer are you using that will make the difference.
10 vol..1-2 shades lighter than what you are starting with
20 vol..2-3 shades
30 vol..3-4 shades
40 vol.. 4-5 shade
50 vol.. 5-6 shades
be very careful with 40 and 50. if you have a perm or any other highlighs it will cause them to break if you dont do it right.

NEITHER....... Use a higher volume developer on your hair if it is not coming up light enough. Be careful though!!! I usually dont' go over 30 volume even in the salon. Bleach is DAMAGING....... Most lighteners process up to 60 minutes... but I always check foils every 10 minutes, as you do not want to over process
