In the US, it is a law. Although we do not have a draft to man our military, males who reach the age of 18 must register with the selective service commission.
Anyone who doesn't might find it difficult to get a driver's license renewed. The IRS will not send a refund to anyone not registered, but due a refund on his taxes.

the selective service act, is basically, a preperation for a draft in case we ever need one, it requires that every citizen 18yrs and older register for with the selective service, which is just a name for the orginization that would carry out a military draft.
