It is a combo of things. If you are just starting, CDs, DVDs and computer programs can help you become conversational. After that you really need to take a class where an instructor can help you. At the same time, listen to native speakers. If you don't know any rent some foreign movies, listen to music and read children's books.

Listen to music in the language, watch television shows of the language, basically try to listen to the language in any form you can.

Get books, dictionaries, magazines, movies, TV shows, and music in the language you want to learn. That's how I do it.
