I think, ask him now.
Tell him that what you want most in the world is a dog that you and he can share. Tell him you'll take responsibility for looking after it, but you'd like his help to train it.
Tell him you know it can't replace the one you lost, but that you'd like to have a dog as a friend again, for both of you.
Then if he says no, accept his decision, because it's a hard thing to lose a beloved pet. And he might change his mind over time, because it's a big decision! And if you get all your As then you will prove to him how much you want it, but also how responsible you are, and ready to take on the challenge of dog ownership!
I'm sure he's proud of you, anyway, and if he sees that you're serious, I think he's likely to come round. Because he's obviously a man who loves dogs, at heart.

Yes probably because it would give him some time to get over the last dog(even though you really can never get over it) But try and let him pick out a dog. And you should talk to him about it before you even get your grades yet and see what he says about it. But if he says no now then just ask him after you've proved that you got all A's.

I think that if he wasn't ready to move on from the past dog he might not, but perhaps a new dog would be best for both of you.

If he has any character at all, he will keep his promise. It's not an outrageous thing to want! You are good to worry about his feelings, but in this case I'm sure it will work out just fine.
