wats the best time of the year to plan a wedding(winter, spring, summer, fall.) and wat r some really cheap but acceptable wedding stuff available(interior decorating, catering, photographing, etc.)

Summer is most popular for weddings, so if you plan your wedding in winter or fall you might get some price breaks.
My suggestions for saving on photography is hire a professional to do the ceremony, but get in contact with the local junior college or high school and see if a student would like the experience to come shoot your wedding. Have them use your digital camera so you get all the photos. This will work better then the disposable cameras for your guests as most of those pictures aren't usable.
I would say keep both your ceremony and reception simply decorated with fewer expensive pieces then a hole bunch of cheap decorations. That will come off more elegant and save money in the end.

Well, I am planning a wedding for the end of July and have found that it is much, much cheaper to get married on a Friday, instead of Saturday! Also, you may look into having the ceremony at a state park, or an outdoor area ( if the time of year is right). If you are having a summer wedding, think about having the programs printed on little fans, that way the guests will be able to cool themselves off some. Have fun with it & make sure that you do what you want, not what everybody else wants! The day is about you, not them!

I can't really tell you when the best season is because a lot of factors play into that, like the region you live in (Northeast vs South vs Mountain Region, etc.) as well as the type of things you want. In the South, we can have outdoor weddings in the early Spring, while you may not be able to do that out West in Colorado (without big coats at least).

The latter part of your question I'll be able to do better with. First, keep it as small as you and can stand to, as far as your guest list. My wedding had about 150 guest, and it's tough to mingle with that many people on a busy wedding day. And you usually have to feed most/all of them and give out souvenirs!! But I attended a wedding last month that had about 25 people there and I had a wonderful time, and I was just a guest. Lots of laughs, not crowded and definitely shorter food line.

Enlist a few of your closests friends to help with ideas for souvenirs and decorations. You can even make souvenirs yourself (a few a weekend or in your spare time). Order food and fruit trays from Sam's or grocery stores. Decide between a professional photographer or videographer to document the day. Whichever one you don't choose, ask your friends to be in charge of that part with disposable cameras or their own video camera. Choose a suit instead of a tux. Choose outdoors at a park rather than renting a church (call city govt. to find out how to reserve a park area). Keep it simple and you can have just as good of a time on a smaller budget as you you would have if you paid $20K on the whole deal. All you have to keep in mind is that you're marrying someone you love and you and he/she are gonna have a great married life together, starting on that day.

There's lots of ways. You could have your wedding on a Fri or Sun for cheaper rates on everything. We got married on the Sunday of Labor Day weekend so our guests all still had Monday off. We had our reception at a restaurant and because we bought 100 meals they gave us the room for free. We didn't want to pay for an open bar so we provided soda/milk/water/coffee and people could go out to the bar and buy themselves whatever they wanted. Set up a block of rooms at a local hotel. They'll set up a special cheaper rate for your guests and some hotels will even give you a free room for your wedding night if your group makes a certain number of reservations. I got my dress at David's Bridal on the $99 rack! Instead of having them do my alterations I took it to the seamstress across the street from me. She was cheaper and faster. I actually had really good luck getting my undergarments on eBay. I also got the veil that I had seen for $150 for $30 on eBay too. Just make sure that the merchant on there has good ratings. Get a fake cake.....the layer that you cut in to is real + for show but your caterer will take the other layers out of the room to cut and plate. Your guests don't need to know that they're eating a $30 sheet cake! To dress up your cake table use icicle lights around the edge of the table under the table cloth and put up a bed canopy over the table for a really romantic effect. Our photographer was my uncle who does it professionally. I asked him if he would be willing to do it as our wedding gift. He put all the digital pictures on a cd and let us print the ones we wanted. i'm planning to have mine at the end of march.. I know if you have your wedding out of "wedding season" which is like april-november or something, things are a lot cheaper. i was comparing this place i have in mind for the reception and in march its $3000 and then in april it bumps up to $6000! so to save money were having it off season. And just to cut costs im planing to do a lot of things myself i'd suggest off season wedding if it doesnt conflict with schedules and trying to do as much as you can yourself, along with help of course. Buying things in bulk also helps. even making the bouqets yourself will save money. hope that little tid bit helps! :)
