its the same thing as why are older sisters so mean to their younger brothers. Its just their way of being protective and joking around.

Two words, emotional immaturity. Unfortunately many boys/men never do mature emotionally much at all, either. Ever.
A good male role model / father figure helps. Failing that, maybe a good woman somewhere along the way, Mother, Sister, Girlfriend or a Wife can straighten him out.
Help him along if you can, if its bearable. Hopefully one day you will both look back on it and laugh.

Because that is the way it is. If your older brother never treats you nice then tell your parents. If they can't do anything about it, then he is the rudest person you will ever encounter.
