Part 1 - Let them know! Say it because you wanted to let the person know. I don't think anyone would mind hearing someone out there likes you!
Part 2 - Dont expect to hear what you want to hear. Take the expectation out and things will become really simple!
Life is simple after all!

Give it a while and try to work out if they like you too, from body language and general behaviour towards you. If you get the impression that they like you, then why not approach them? Just suggest something casual. The worst that can happen is that they say no and you feel embarrassed for a bit.

When I see a women I want, I go for it. The worst thing she can say is "No."
I am always flattered by women that will step to me and ask me out. First off, it takes a lot of nerve. Secondly, it is a sign of confidence.
Trust your instincts!

well most people think you should ask the person out and stuff. its a little hard for me to do this at all at my school because most of the guys at my school all ready taken and they mess with a bunch of hoes who have sex all the time and get them prenant. then they want to mess around with another girl.
those guys at my school are a bunch of losers sometimes .

Depends. I like to be chased but I always make sure that it is completely obvious that I like them and that if they like me they will not be rejected. Body language speaks volumes!

if they are taken its best to stay quiet, but if they are single, i would tell them, if they have no idea they may find a partner and could you sit back and watch them happy together wishing it was you? also it would drive me mad wondering if they felt the same

If you are a risk taker, and do not mind potential awkwardness in future relationships (if he says no) then go ahead!
