Well, first there were nuts and liqueor. But then, people started experimenting with mixes between different alcoholic beverages, which became quite popular around clubs and bars.
So, they`ve been using nuts as an appetizer along with liquer before, and they just named them "coctail nuts" when served with a coctail.
Coctail nuts can be every nuts there are, mixed or not.

because you eat them while you're having cocktail ?
when having a beer I like chips or nachos so...maybe peanuts is the right thing for cocktail
