6 months old is the soonest.
BUT.....
Flea collars aren't safe. Your best option is to ask your vet for one of those flea drops that are applied to the back of the neck.

I have 23 cats, flea collars do work and have never hurt any of my cats. As for the age of the cat it depends on the collar if you read the package it comes in it will tell you the age that is appropriate(most are between 10 and 12 weeks of age). There are many different brands of collars and different types too, I have found that no brand works any better, but there are stretch activated collars in many brands and they have always worked best for me.
If your kitten is still to young you can give it a bath with dawn dish liquid, it does not kill the fleas but it stuns them long enough to get them to fall off and you can wash them down the drain. They wont all fall off but it helps to keep them from getting really thick on your kitten.

At least 9 months. Some flea collars are dangerous, your best bet would be to check with the vet about other, safer options.

The drooling isn't some thing to do with the fleas. The drooling is being led to through your cat licking his fur the position the flea spray is. even as that is regularly occurring for adult cats, i do not imagine you may be treating a cat that is 3 months previous. This looks very youthful. because the adult males above have suggested, verify the age on the product labels. Be very careful what you supply this style of youthful cat!

from a vet tech's point of view ,your are wasting your money on flea collars.they dont work. go to the vet or southern states and buy frontline plus. the age to apply is 6-8 weeks.

I put one on mine when she was 6 months old...It worked very well and I just keep switching it so she has one on all year
