well it depends on your age and then on how long you have known eachother, if not that much well you are maybe his first one and he is too shy and does not een know you are ok to kiss him.
if it is none of the ones above ask him why he does not want to kiss you and just talk until you understand him, if in any cae he breaks your heart break his break up with him because if a guy does not want to kiss you it means you need a better one , keep looking and find someone better i am sure you will, someone who really loves you...

After teh 3rd date !!! its pretty eearly .. i kiss teh girl afer knowing her for a while ... i just dont go wround kissing people that i didnt get to know well... SO no ur in a good shape!! dont worry give ittime .. and you will be kissing .... and more time .. and you will be playing hide and seek in teh bed room... then after that it happens ona regular bases.. and after that ... ull start comming up with excuses to get away from ur partner when your in bed.. and after that . ull get it once every month if your lucky !!!!

it depends on how old the 2 of you are..
if you are in Jr.High, it is normal to not kiss, just hang out..
You will have plenty of time in the future for kissing and such..
Please, dont rush growing up..you will regret it later

no. he is probably insecure that he does'nt know how to do it or he just does'nt want to. Its not necessarily bad. I'd be worried if he does'nt do it after the fourth one. Talk to him about it. Or kiss him yourself. :) Make him feel comfortable with kissing you. Make him know you want it (if you do want it).
