Is there somewhere he might want to go? Sporting event? Concert? The beach? What about a favorite place he used to go with his step-dad? Or even something they did together...a common interest that might give him that same feeling he shared with his step-dad. He likes his truck a lot...does he ride dirt bikes/ATV's? I don't know where you're located, but you could maybe take him to the dunes somewhere. Like here in CA, we go to Glamis - HUGE for outdoor riding like that. If he's not into that type of thing, find out what he wants for his truck and get that or just give him a gift certifcate for a truck detail and/or store where he can buy whatever he really wants.
Is he a student? Could you help him with something for school?
How about a good old-fashioned date? Make it big - do something he REALLY likes to do, include dinner, dancing, whatever you guys do well together...make it fun for him since you are trying to cheer him up.
I know this sounds corny, but my boyfriend and I went to this place last week where we played miniature golf, air hockey, video games, rode a few rides, and drove bumper cars. We had SO much fun laughing like kids. It was great - a day I'll never forget. Whatever you do doesn't have to be extravagant - just personal so that he knows you are thinking about HIM. Good luck with your choice - I hope it cheers him up.
I've been dating my boyfriend for 3 months and by Christmas, it'll be four, but I have no idea what to get. So I'll be watching your answers for suggestions too. Thanks for asking!

Something for his truck
Find a picture of him with his stepdad having a good time in the family album, take it to a photo place somewhere and have it blown up, and have it framed.

Ask his Mom if she has a picture of the two together and then put it in a really cool photo frame that has vehs on it. Also, take him to a good movie, out to eat & show him a loving good time. Sorry for their loss.

Playstations are nice. Get him maybe some sort of gift associated with a sports team; tickets, jerseys, etc. Put him your thoughts in a card, and put $50-100 in there so he can buy his own gift.
You are his gift too! Rub his back. Cook his dinner. Bake him cakes and desserts. Be good to him!
