Any collection agency is required to be licensed by the state they are doing business in. Typically it's the commerce department. Try calling them.

If this is something on your credit report, you can call the company who issued the report, and get them to tell you. They have lots of info that doesn't always show up on a report.

You can call directory assistance or complete an online search for the company's name. If you get your credit report, at the bottom of the report, the phone numbers and addresses of your collectors are listed (or at least they are on the True Credit Report from TransUnion).
