The smallest particle of energy is not the electron, it is the photon (a "unit quantum" of electromagnetic energy). Therefore electrical energy is "made" of photons, not the charged particles we refer to as electrons.
The direction of energy flow is intrinsic to its definition; the "flow" of electrons is independent of the direction of energy flow. Voltage is the sole definer of direction.
Energy is not "caused" by particle movement. It is the flow of energy that induces a change of state in individual particles and produces movement.
