Society at large decides which words are BAD enough to be considered a BAD word. There was a time not long ago when fornication and pregnant were considered too graphic to be used in public.
Cuss, as in Cuss word, comes from the Curse. Just as Hoss come from Horse.
Curse words and Bad words are actually two different things. Curse words were words that were banned from being said in past times, based on the Malleus Malefiarum(The Witch Hunter's Bible). They were words that were supposedly used to curse people, therefore the name Curse Word. The OTHER type of taboo word, which no longer seems to be taboo is the saying of "Jesus Christ" or "GAwwwwwwD" or "God D*** It!" These are not "curse" words, but are breaking a commandment. "Thou Shalt Not Take The Lord's Name in Vain"
