Paper.
Plastic bags are made from petroleum by-products. Which mean that they increase our dependance on oil.
Most paper bags now are made from recycled materials, not from fresh-cut trees.

Paper and plastic,because both can be recycle and both have their important usage.For example we can use plastic bottle for water or other liquids such as soft drinks,ketchup,liquid detergent,while papers can be recycle not only as paper bags but as cards,books and other stationery.
Therefore,I guess both are as important.
