Yes you can recover documents. But first you should know the basics. You should not have saved any file or installed any application on the hard disk after having deleted the file. If you have, the chances are very remote that you may recover the text file. Use can use file recovery programs to recover the deleted text file. Some of the file recovery applications are:-
Recover My Files
PC Inspector File Recovery
PCI File Recovery
O&O FormatRecovery
GetDataBack For FAT
GetDataBack For NTFS
File Scavenger
Drive Rescue

You will have to install this application on a different partition i.e. other than from where you want to recover the file. Best of luck.

NO..Once you delete it from the recycle bin it is gone for good..Sorry

There is a program that will bring it back. It is either called "Un-Delete" or "Undelete". I'm not sure who carries it, but if you searched for it on the web, I am sure you can find it.
