It means he has a Class B CDL [chauffeur's driver's license] but is not certified to operate a school bus. Now, I am not sure for AZ, but he may or may not have a passenger endorsement. A class B usually denotes he can operate vehicles over a certain GVW [gross vehicle weight], but cannot operate a bus with commercial or paying passengers on it. He can drive one around and from one place to another, but not charge fares for rides or charters--again, unless he does in fact have a passenger endorsement. Another endorsement to look for is AIR Brakes since most larger vehicles use them. Like any government document, sometimes I think they are all purposely designed to be a pain in the a$$ to decipher.
Try going to the AZ DMV website, if there is one, and searching for things like license endorsements. It may provide an answer as to what, if any, abbreviations and endorsements mean.

It says that the person holds a Class B commercial license not endorsed to drive a school bus.
